David has been a planner for over 28 years having gained extensive experience in both the public and private sectors within QLD and NSW jurisdictions in relation to the management, preparation and assessment of all types and scales of development projects. He is well connected and versed in both ‘people and process’ within the property sector generally, but particularly within the City of Gold Coast. He is a skilled, confident yet conciliatory negotiator, who is adept in effectively coordinating and managing professionals across a broad spectrum of disciplines to ensure the successful and timely delivery of projects.
David is an experienced planning professional, with extensive experience in the Government, consulting and development sectors. David has 28 years experience in the development industry in Queensland, and performed related roles in Sydney and London prior to that. He is the immediate past President of the Gold Coast Logan branch of the Urban Development Institute of Australia (UDIA), and plays an active role in policy issues relating to town planning and urban development. He has most recently performed a senior planning manager role at the Sunland Group, a leading ASX listed development company based in South East Queensland, and was a Principal of the town planning arm of Cardno on the Gold Coast prior to that. He has detailed and extensive experience in a wide range of development sectors including low, medium and high rise residential, mixed use developments, shopping centres, residential subdivisions and community projects. David has also provided expert evidence to the Planning & Environment Court and Land Court in Queensland on many occasions.
Stephen is a qualified Town Planner with 28 years’ experience working for both local government (13 years) and the private sector (12 years) in largely senior roles previously including General Manager of RPS Gladstone. Stephen has the ability and knowledge to work across a number of States having undertaken numerous projects in QLD, NSW, VIC & SA. He has extensive experience in the assessment and management of a wide variety of development projects ranging from major infrastructure projects, residential master planned estates, high-rise residential developments, large industrial projects and commercial projects. He also has experience in the planning policy area having been involved with the development of the new Gladstone Planning Scheme and Gold Coast City Planning Schemes. Stephen also has experience as an expert witness in a number of planning matters in NSW and QLD planning Courts.
Steve is a Town Planner with over 14 years' of experience in both the private and public sectors. Steve has been responsible for the management of various high profile projects including large scale infrastructure and residential developments. During his time at Brisbane and Gold Coast City Councils, Steve acquired extensive knowledge of the development application process, including an intimate understanding of the functions and operations of local government. While working in private practice, Steve has been involved in a variety of high profile developments including large scale high density residential projects, beachfront high rise towers, greenfield residential subdivisions, mining infrastructure and large scale showroom retail projects. Steve also has experience with a number of projects located within the Queensland Government's Priority Development Areas (PDAs). Steve’s experience with the management of large scale projects has allowed him to obtain the skills necessary to efficiently manage multi-disciplinary consultant teams and deliver projects in a timely manner. Steve is also a Risk Smart accredited consultant within Logan City Council and has been responsible for obtaining approval for a number of high profile development proposals under the Risk Smart process.
Nicole is a planner with over 12 years’ experience working in both public and private practice. During this time Nicole has worked on numerous development projects across the development spectrum including large master planned communities, high rise development, shopping centres, along with industrial and commercial developments. Nicole enjoys achieving the best possible outcomes for her clients and has a strong client focussed attitude. In addition to practicing as a Town Planner, Nicole has a long history in academia whereby she is an Assistant Professor teaching students in subjects relating to statutory planning, urban design, and sustainability. Nicole has held a number of positions on professional Boards and Committees, is currently a member of the Planning Institute of Australia (PIA), and has been a judge in various PIA and City of Gold Coast arts, urban design and planning awards.
Lance is a qualified Town Planner with over 12 years’ experience consulting and working in the private sector. He has extensive experience in the assessment and management of a wide variety of development projects ranging from private infrastructure, residential, industrial and commercial and specialist land use projects. Lance has a good working knowledge of NSW planning approval systems have spent over 11 years’ working within NSW. This broad experience provides a wide-ranging knowledge base to solve complex planning problems and develop innovative solutions.

Emma joined the Zone team in 2018 in the role of Senior Landscape Architect. Emma has been responsible for guiding the inception of Zone's new landscape architecture, urban design and master planning division. The creation of this new division has allowed Zone to greatly diversify its services and further assist the team in delivering successful development outcomes for its clients across a broad range of development projects.
Emma has a detailed understanding of the principals and theories of landscape architecture and urban design, a depth of knowledge she has applies to all projects to ensure the delivery of creative, responsive and economically feasible design solutions. Emma is involved in all aspects of the development process from initial land use investigation and analysis, conceptual plan development through to detailed plans for approval and construction, tendering process through to construction management. Her experience has ranged across projects in Queensland, New South Wales and Victoria for Local Councils and the private sector.

Predominantly based in our Gladstone office, Sarah is a Town Planner with over 6 years experience working in both the public and private sectors throughout Far North, Central and South-East Queensland. During this time Sarah has developed extensive skills in the project management and implementation of development application processes, including an intimate understanding of the functions and operations of Local Government. Sarah has been responsible for both the management and assessment of numerous developments across Queensland including residential master planned estates, mixed use and high-rise residential development, commercial projects and a variety of large industrial developments, along with the project management of urban renewal strategies, placemaking projects and policy drafting. Sarah is a passionate town planner who is committed to providing improved built form and land use outcomes for both clients and the community.
In addition to practicing as a Town Planner, Sarah is also in the final months of completing a Masters in Disaster Resilience and Sustainable Development, which will allow her to assist both Local Government and Private Sector Organisations to develop resilience against disasters through the development of Local Disaster Risk Reduction and Business Continuity Plans.
Russell has joined Zone Planning Group after a 34-year local government planning career. He is based in our Gladstone office, working as a Casual Senior Planner. He has joined the team following a four-year career break and is looking forward to assisting clients with their needs through that office. His background of working in Queensland local government planning has instilled in him the principle that planners should be a means to helping others consider the wider issues involved in making informed and well-thought-out land use planning choices. Russell has worked in both the statutory and strategic planning fields while employed in local government, under the various planning systems that have been in place in Queensland over that time. He has been involved in the drafting of several planning schemes and structure plans as well as general development assessment work and report preparation and presentation.
He is currently a general referee appointed to hear matters appealed to a Development Tribunal under the Planning Act 2016.

Charlotte is a qualified town planner with over five years’ postgraduate experience in both public and private sector roles. Throughout her career, Charlotte has been involved in the co-ordination of a range of successful residential, industrial, commercial, environmental and large-scale infrastructure projects. Charlotte’s experience has helped her develop a thorough knowledge of planning processes and policy across Queensland and northern New South Wales, as well as an excellent working relationship with Council Officers, consultants and clients.

Daniel is a degree qualified urban planner and marketer with experience in community based planning, development assessment and capacity building projects. Daniel has several years’ experience working in the natural resources management sector and business development as well as working with local, state and federal government both in Queensland and overseas in consultancy and academic research roles. Daniel’s experience in the preparation and coordination of development applications has seen him successfully deliver positive results for clients on a range of residential, commercial, industrial and subdivision projects of varying scale primarily throughout South East Queensland.
Bradley is a qualified town planner with a strong passion in urban and regional environments. He has extensive experience working within the private planning and development industry, and is foremost interested in statutory planning, strategic land-use planning, transport planning, property development and community development. Bradley is an active member of the Planning Institute of Australia and Queensland Young Planners Group, and is continually developing his skill set by attending various industry related seminars and training courses. Bradley has a diverse portfolio of successful development outcomes for his clients, and is committed to the delivery of high quality projects, through the coordination of various project teams and industry consultants.
Daniel is a qualified town planner who is truly passionate about the field of planning with a genuine interest in the land use & development sector, striving to achieve the best possible outcomes for both clients and the community. During his studies, Daniel gained experience within state government as well as participating in an overseas consulting role, assisting with the preparation and implementation of a local planning scheme for the Solomon Islands. Working within the private planning industry, Daniel is committed to ‘getting the job done’ through providing creative, practical and commercially sustainable solutions for our clients for, both large and small projects alike.
Emma brings a wealth of office and administration experience to Zone Planning stemming from a prolonged involvement in numerous business sectors throughout her career including 4 years within a private town planning environment.
Her keen eye for detail ensures consistency and accuracy throughout all procedures and documentation required in the Town Planning process. Emma plays an integral role working autonomously with the Directors and team of Planners to ensure the efficient operation and growth of Zone Planning.

Ellen began working at Zone in 2016 as the primary office administrator, having previously worked in a similar role at a private building certification firm on the Gold Coast.
Ellen’s experience in traditional business administration resulted in developing expertise and a passion for all things financial, having completed her Bachelor of Business (Majoring in Property Development). Ellen is also a Justice of the Peace (Qualified).
